Eligibility review
Service scope, competence, operating model, intended claims and proposed pilot are reviewed before any broader relationship is discussed.
Licensing
GEL v1.0 distinguishes open internal use from commercial use that requires appropriate authorization.
Controlled claims
Partners may not imply ODA3 certification, approval or endorsement without explicit authority.
Training & competency
Role-specific training and competency requirements are being formalized for future programme participation.
Quality assurance
Evidence quality, incident reporting, performance and version-change handling will form part of ongoing review.
Surveillance & registry
Partner status, renewal, surveillance and public registry mechanisms are not represented as operational today.
