A collaboration should produce a documented method, dataset, interface, mapping, validation result or insight that can inform future infrastructure. Its scope, confidentiality and publication rights must be defined at the outset.

A collaborator’s operational records may inform reusable evidence methods only within expressly agreed authorization, confidentiality, privacy, independence, data-handling and publication terms. Access or funding cannot predetermine a finding. Missing, conflicting and negative results remain part of the bounded record.
