WHY WRITTEN SCOPE
A durable starting record improves the next decision.
A concise written description preserves what was originally asked, what was available and what remained unknown. Submitting an enquiry does not itself constitute an assessment, finding, assurance engagement or certification.
AFTER YOU WRITE
A relevant next step, or a clear boundary.
ODA3 reviews the question against the subject matter, evidence requirements and current capabilities. Where the issue is within scope, we will respond with a next step; where it is outside the current mandate, we will say so.
