ODA3 develops frameworks, applied research, bounded examination methods and evidence structures that can connect governance obligations to system behavior. This is an infrastructure direction; the operating state of each capability is stated separately.

Our long-term vision is an interoperable evidence layer in which important system claims need not be rebuilt from disconnected questionnaires and narrative assertions.

Bounded examinations reveal gaps in controls, records, provenance or criteria. Those observations can improve subsequent framework, methodology and tooling work. Each transition needs its own basis.

INDEPENDENCE & EVIDENCE
The claim must remain smaller than the evidence.
ODA3 distinguishes a supplied record from one checked against defined criteria; a finding from an assurance conclusion; a research relationship from formal recognition. Missing or contradictory evidence remains visible.
CURRENT INSTITUTIONAL STATE
Publication, testing and development have different meanings.
The four frameworks are published. The evidence model and workflows are being tested through bounded methods. Machine-readable tooling is in development. Independent conformance testing and certification are not yet operating.
SCOPE & BOUNDARIES
A defined mandate protects the finding.
ODA3 concentrates on AI security, operational evidence and bounded assurance. Its current work brings together published frameworks, applied research and bounded evidence examination through the Evidence Readiness Pilot. A governed certification pathway is future work, dependent on established methods, competence, independence, repeatability and an appropriate recognition route. Enquiries outside this remit are scoped clearly and, where useful, directed to the appropriate type of specialist.
